Press the Power button to turn on your computer > keep pressing the F8 key on your keyboard in 1-second intervals > When the Advanced Boot Options screen displays, use the arrow key to select Disable Driver Signature Enforcement. > Press the Enter key on your keyboard then Windows will restart. I hope Your mouse and keyboard will enable. Thanks for comments.

Friend, I don't understand You Language Fully but i understand you disable your USB port and you want to enable again. Maybe am i right? Follow this - This PC (Right Click)- Manage- device manager- universal serial bus Controller . you will enable all "Generic USB Hub"
