When you prioritise risk, it seems to be always done on the basis of likelihood x consequence. But shouldn't there be at least one other factor involved....namely 'When the action is needed by' which is mentioned under the HSE's 'Steps needed to manage risk'. A hazard which may score higher in a risk matrix wouldn't necessarily be as much of a priority as one scoring lower but is needed to have a control level implemented sooner because the activity is going to be carried out sooner for example. What do you think?

Yes, there are a myriad of other factors to be considered when evaluating improvement actions and timelines e.g. work plans, materials/equipment sourcing, resource availability etc. 👍
