How to download R and install Rstudio on Windows 10 2021

wow so many beginner lessons don't show you how to download the program. this is a gem. The only issue I had was that the second link has a change of formatting but it was easy to figure out how to use the new webpage.

I am unable to install the packages...in the package tab i get only system library not user library..while installing it show error and flash library not readable... What to do??

I did the same process bro but the console is not opening and the packages are not installed. Why it is not coming? I didnt run as administrator( is this the reason)
