The best way to know if a cheap HDMI Repeater works is to buy it and test it.
I bought 4 of them because I needed HDMI joiners, and these are so cheap.
As a general rule of thumb, regular HDMI cables work up to 15m to 20m.
With the HDMI Repeater, the HDMI signal is regenerated to extend longer cable runs.
It claims to extend HDMI transmission to 40m using high-quality HDMI cables.
In this test, I use low-speed HDMI cables to keep the costs down.

Tip from Robert Harker:
Cable length is also affected by the wire gauge size of the individual conductors. Typically this is only 28 AWG (American Wire Gauge). Two larger AWG conductor sizes are 24 AWG and 22 AWG. I found that 22 AWG could go to 100ft (30m). The drawback is that the cables themselves are much thicker.
FYI, 28 AWG = 64ohms/1000ft,
24 AWG = 25ohms/1000ft,
22 AWG = 16ohms/1000ft.
