Good question! I wouldn't say no, but I would definitely ask specific editors you find about that. The editor I worked with did dev editing, copyediting, manuscript assessments, _and_ proofreading, which was all listed on her website. I would say it's fairly common for editors to offer a couple different types at the least, but it might be worth considering where you need the most help as a starting point (usually structural). Hope this helps!
