How to find The Snitch and Gun Runner Cassie Mendoza | The Division 2 

Followed your video, and found him just outside of The Shop safe house.. thank you for the video, and tips

Jump to the castle settlement, about face head through garden out the gate facing the control point, but turn right and take the first driveway on the right which goes down into an underground car park and snitch is usually behind the small truck, also there are 2 gear caches one before heading inside the reception area and 1 behind reception desk.. go down the stairs from reception through small art gallery and Cassie is often inside a room at the back

Another great video - personally I have never found the snitch by the 1040 Safe House (lol), but I have found him lots of times in the office you mentioned last. I've also found him a bunch in the dry fountain just north of the Golf CP for the Dark Zone South. You run through it when you're going for the 4 black crates that are in that area.

Another great location is by the Truman safe house area. Fast-travel there and go out, run left a bit, turn right, run a bit more then turn left at the first turn. There will be a fence/gate you can shoot and get a gear chest and outcast box. Right behind that building will be Snitch, there’s also an orange crate in that area.

If u take your first left were you stopped at the 1050 safe house hes always behind the truck for me

Went through the video, spot by spot and he was in the last one (near DZ). Mendoza show up on map... "Vendor Closed: Opens in 1d" (sigh) BUT, I found them, so THANKS! :)

Do you need to be a certain level or world tier?

I have found the snitch and completed his bounty 6 times now and never been given the cart on the map
