HOW TO SOLVE IT
Unpack archive and copy libs to Photoshop 2021 installation directory (overwrite opencv_world440.dll when requested).This fixes the problem and PS runs just fine.

I don't have a folder with Photoshop 2021 installed in C Drive ?? What should i do now ??

Uninstall Photoshop completely from your PC. Restart your PC and reinstall Photoshop. Go to drive C and you will locate a folder with name Photoshop 2021. Copy and replace the file. That's it.

I don't think so. Actually Photoshop hasn't released it fully that's why it's in the beta apps meaning it's still on try before it's official release.
