How to Fix USB Error Code 39 In Windows 10/8/7 [Tutorial]
In this guide you can find instructions on how to solve the USB device error 39 (USB ports and devices not working). When you receive the “USB Error 39“ error, then all USB controllers appear with an exclamation point at Device Manager and the full error description is: “Windows cannot load the device driver for this hardware. The driver may be corrupted or missing. (Code 39).”:

Thanks, worked like a charm. I actually couldn't find "upper filters" but I instead deleted everything that wasn't there in your version in this folder and it worked for me.

Thank you for the perfect solution to my problem by modifying the registry file. All other advice that I found was superficial and basically was delete the problem file and restart the computer, replace the driver or worst of all, reinstall Windows.
