To be honest, I don't mind having fewer subscribers because RU-vid doesn't care much about the number of subscribers. Views, likes, shares, and watch time are what really matter. Once you're monetized, if your subscriber count isn't growing, don't worry. As long as your views and watch time are increasing, you're doing well.

Sorry, I don't do shorts, and there is no option to upload shorts from a desktop. Shorts to get me and a lot of people I know to subscribe. We want longform videos that gives us info. You can't do that on shorts.
