This is not working in PayPal Because this card is linked with rupay and rupay is not international card and PayPal will accept only international card like visa.

This Card can be linked with Paypal but it wont work when you try to pay on any international Site, Because its Rupay Card, Only Visa or MasterCard will in these cases, Rupay Card has 3d pin security and uts useless. Please show some real Visa or MasterCard card which would work.

You can deactivate and reactivate the card but I don't think you can create a new one with the same account. You can create a new account to get a new card.
