This is a pretty simple technique: this only works with cops riding on bikes. Use another vehicle to ram the cop off his bike. After that CJ will get a 1-Star Wanted Level. That cop will NOT arrest CJ. He'll simply knock CJ off of the bike and drive away.
However, all other cops can arrest CJ.
If CJ knocks the cop off of the bike with his fist (or arm), then the cop WILL arrest CJ.
