You really always should. But as Mike said, when you’re doing a step down, he would have had to cut way back and pour a multi level pour with the existing slab to remain at the same level as some of the new slab, and then the recessed areas. And then, to do it right, you’d have to double 45 the rebar so it was continuous at the top and bottom level. Or another similar detail. But. The existing slab had no rebar anyway (looks like WWF, or chicken wire as it’s referred to). So he’s already going above what’s there. And it was far easier to go underneath to key it in as he did. Plus, since the load is static in one spot, it should be ok. If the existing slab doesn’t crack with the cars driving on it and the load only distributed across 4 parches the size of your hand, poring a reinforced footer for the lift where each portion of the lift is somewhere around 8 to 10 square feet, he’ll be fine. Oh, and Mike F, I’m surprised you didn’t look for plastic chairs when you couldn’t find blocks. Probably would have been easy to find? Should be, anyway. I rarely see blocks used, all my contractors use chairs for 95%, and really only use blocks / brick when there’s a big junction of rebar, like at a corner.
