Looks like a decent lamp bracket however, when connecting the rod to the mounting the holding brackets one above the other on the side of the aquarium stand, some might find it impossible to drill a hole in the sides of the aquarium stand as many are now constructed of a metal composite material. Any pre-drilled holes within the stand are done so at the time of manufacturing. Secondly; by using set screws to fasten (and hold) the metal adjustable rods, you run the risk of stripping the threaded hole. I would recommend this that instead of using set screws, get yourself a pkg. of self tapping sheet metal screws a size bigger (about 1/2 the diameter of the poles) than the set screws and drill through both outter and inner metal tubing. This way you're guaranteed that the inner pole will never drop down inside the outter pole nor would stripping the threads over time will be a concern.
I actually agree to your comment on the grubscrew replacement for better stability. Grubscrews when overtorqued does a disservice to the overall structure not to mention threading, and it is much better to either replace them with bolts or metal screws. If that's 30.5 inches then that means the tank is about 70cm. The 60cm variant suits tank sizes from 60 to 80cm, which means it is suitable for your tank. 🙂
