No, I believe there is no such option.

It depends on your environment setup. Basically go to your domain controller and from there GPO manager and either use existing GPO or create new one. These GPO also has the Computer configuration sections. So basically the options are same even if in the AD environment.

From the RDS Licence Manager we have the option to generate report for usage. Does that one also shows usage as zero ?

yes you can.

Okay, the RDS licensing server should be always have the higher OS version. Other than than, use the licence rebuild option, suppose if you installed it incorrectly.

Aún no he podido probar porque no tengo acceso al servidor, pero creo que lo que te pasa es que tu máquina está trabajando en modo Grupo de Trabajo. Parece ser que hay que pasarla a Dominio intalando Active Directory.
