Will this content be updated to support the new Journal formats in V10, where for things like rules and story content, not as many separate journal entries need to be created?
If you mean the premium modules, I believe everything is. Abomination Vaults was just converted and they will be working on better linking starting today (they released A House Divided, a 5e module for Foundry VTT by Foundry Gaming LLC that has been taking a lot of their time)
You'll want to message Paizo Customer Support. Their website was having issues. I think I even brought that up in the video, but apologies if I didn't.

I don't use the forge, but I think the Forge should allow you to install things once you have the Paizo key tied to your Foundry license. Best to ask the people who run the Forge service
