I think Gimp is one of those, not 100% sure though All you need is layers and transparency

You might have picked an awkward color space to work in Check if you're working in CMYK instead of RGB

there are some half-transparent pixels in the itemsheet image open the image and delete EVERYTHING that isnt the hair! then re-load the image in Mine Imator for it to work
