How to Make a Boat Fender Cover - Center Rope Style provides step-by-step instructions for making a secure, removable cover for a center rope style boat fender. If you don't have a grommet setter, I bet you could lay a stainless key ring on the hole and zig-zag over top of it. I've seen old circus tents made that way for the pins on the top of tent poles to poke through. They weren’t zig-zag stitched though, but sewn by hand.

Is the math right at 1:13? Seems like it should be 11 3/4 not 11 1/4? Great video BTW very helpful!

You mention that the Boat blanket material is appropriate for fenders used against gel coat ... how about an awlgrip painted hull? Thanks in advance for your reply.

Boat Blanket Material is soft and typically will not damage most surfaces. However, if the Boat Blanket Materiel picks up sand and dirt and is left dirty then it acts like a sand paper and may damage any surface. But that is the case with any fabric covering, if it picks up dirt and rubs on a surface it can cause damage. Keep it clean and if you painted surface is applied properly it should not cause any issues.
