Just skimming across looking at other recipes for lavender honey syrup and I actually combine the two. I make a 3:1 ratio of honey to water and add my lavender while it's cooking up. 1 cup honey 1/3 cup water. You can add more water if you want. It takes a little bit more time straining it, but it's soooo good. You might enjoy it as well. Hope you give it a try. I also make a honey, vanilla lavender syrup that's just to die for as well.
