yes in theory. if it conducts you can use it. however a electromagnets power tends to be largely based on the amount of windings and the amperage. so a good conducting wire will give a more powerfull magnet in general. you also very likely want to have a insulated outside of the wire to prevent short cirquit, if it is not insulated you should not let the outsides of the wire touch each other and leave a air gab or isolation between each winding. however some people also make electromagnets using paper and graphite, or conducting paint. those are really weak but they will work as long as they conduct. you could also use a wet rope for example.
