As a fellow ballet dancer I NEED to know what fabric was used for the base. I've looked up everything and I can't find anything as stiff as that.

Tutu materials, shop time, machine maintenance, studio rental, dancer's fitting time. . . If that was $1000, the costume technicians would be paid about $40/hr, which is absolutely fair for trained professionals with specialised skills.
