If you don't use mud the sugar cane won't fall into the hoppers, so the sugar cane will just de-spawn. Also if you don't have the observers facing the right way, they won't trigger the pistons. Lastly, if the Redstone is in the wrong spot than the observers won't trigger the pistons either.
