If you would like to have a 100% accurate experience that replicates every single UI element and animation of Windows Phone, Launcher 10 is the better choice. I know, 7$ for the Live Tiles functionality is not cheap, but everything is 100% true to the source material (which is Windows 10 Mobile). So if you're a purist in terms of how a Windows Phone-inspired launcher should feel like, then Launcher 10 is the better choice for you. Trust me, you won't regret the 7$ spent on the Live Tiles function.
And honestly, Launcher 10 is the one that truly makes you feel you have a phone from another timeline where Windows Phone got popular and it has the support of app developers that make the platform compelling to end users. You know, because setting it up and using it is almost exactly the same as how you would customise your Windows phone. The UI elements, the animations and the customisation options are here, plus more. I think 7$ of my money was well-spent on the Live Tiles function. I couldn't agree more, I'm actually using the launcher on my pixel 4xl and I don't even wanna switch back to my pixel launcher. I really have the best of both worlds in my opinion 💯
But if you want a more likely version you need to install a twrp recovery (or cwm idk) to install Custom room or root your device to use flash aplication.
You don't have to root your device, it's just an app from the Play Store, so it doesn't involve files found on the root directory of Android's file system and modifying them (which is the dangerous part of customising a rooted Android phone). You can just download it with one tap, run it and configuring it is as easy as cake.
