no such thing , perpetual motion does not exist, you must put equal energy in for the same energy out. if you load that alternator down it will come to a stop fast. if you add a small electric motor it will spin a little longer but still will stop a little later. you must put the horse power in to get the power out .the air on the fly wheel , the friction on the bearings , the electrical load on the alternator , will over come the initial power of the first spin.
But the government will probably eventually find out about this idea anyway, but I tell you one thing, what's really super funny about natural energy when it comes to solar or windmills , the government can't stop you anyway
