The design of the connected Pressurized Tube to the Chemical Tank really makes it look like these two components aren't tightly connected (you can even see it in the video), but they should work. If the Chemical Tank isn't able to input/output the liquid, check the Side Config in its GUI.

The Chemical Crystallizer for the production of Lithium Dust needs an input of energy and Lithium. The device has ports on two sides through which you can easily provide these two things. If it doesn't work, maybe you have a different version of the mod.
