JS, a rule of thumb is the quality and color of paper you choose to recycle will affect the characteristics and color of you new handmade sheet. If you recycle used white envelopes from the mail, you'll be able to make nice white paper. Cut away any print or writing to make it all white without specs or some color.
Some handmade papers are used as art for cards, collage and mixed media. You're correct, though. If your paper is meant for writing or stamping, inclusions might not be the way to go.
