Usually I make a square or octagonal path for a main plaza or something but I do occasionally use this trick

*adjusts glasses* ackshualy, you can't get a perfect circle because the screen is made up of pixels which are squares, therefore only getting something that LOOKS like a perfect circle

Press the Square button on your controller. When you make paths or fences, look in the bottom left corner for instructions.

A surprising amount of people didn't. I get the question once in a while, but several times on yesterday's very circular Deinocheirus habitat. And now a lot of the reactions are from people who didn't about it.
