Would it not have worked to just flip the wheels around instead of welding the complicated hub adapters? So that the cavity in the wheel just faced out?
With some reengineering, you could sit the driver in the bottom of the frame ahead of the engine, then have their legs stick forward ahead of the front wheels. This would give you an extra low center of gravity and therefore better handling and stability.
