Net fabric about 8-10 yards is perfect. Bridal 2yards is ok Lining a yard. Nude net a yard.

Bust 21 Waist 20 Half length 8 Full length 23. Measurements for a year old.

Separately. Join the tulle with the half length first, then after you add the satin, then lining.

About 10 - 15yards would do. Depending on how full you want it.

Please ma , does the ruffles have joining because i noticed that it will take a lot of net to do the ruffles to be able to go through the first layer

Yes it does. You can buy 5yards of net then cut out your desired length and join it to get a longer length for the ruffles.
