I’m thinking that you measure wherever you want the top of the garment to be and that is your measurement for the elastic(I’d also say take maybe 1/2”-1”or something like that off so it stays put) and for the base you can make it that exact measurement or you can add half of that measurement on(like if the og measurement was 4, add half which is 2 so then it’s a total of 6), or double it to get the ruffled effect that she had. and then the length just measure from wherever you took that top measurement to how long you want the top to be, and then add a couple inches to accommodate for the elastic(depends on how thick it is) and for the hem.

I think it would work really well to use a pre-existing tube top. This is how I think she got the measurement for the base: take a measurement on your chest wherever you want the top to start, and that is the elastic length(take a little bit off that so it stays put) then for the top of the fabric you can either take that exact measurement or add more on to get the ruffled effect like she had in the video.(this could be done by doubling the measurement or adding half to it, like if the top is 4 add half that- 2 and the final would be 6) and the length of the top you would measure from wherever you took that first measurement to how long you want the top to be. and then i would say add an inch or so for the elastic(depends on how thick) and for the hem. hope this helps :)
