If you need to place your meeples and no places are available, then you don’t place. Players must resolve all action, although. (Rulebook, p.4)

@@thecardboardstacker ahh i see, but manual also says that if i run out of meeples, i must take from another island to place a meeple in the island that im resolving, for example i have only two meeple and six water cards, so, i put in water islands 3 value and 4 and value (cause the player cannot deploy in the same islan more than 1 meeple), and resolve their effects one by one, then i take from earth 6 value two meeple, cause are low priority for me (manual say that i must take from other island the lefting meeple, and put in water island 5 and 6 such 2 meeple, fulling resolving effects and my 5th water card i resolve its effect as i want, cause effects are taken by any meeple is correct? i also use this way to the solo bot, except he has priorities, also, if bot run out of level 1 cards, he donst deal anymore?
