Random orbital sanders don't have much power to spin but they do oscillate so there is some movement on the surface that is cutting through the clear. It would be maybe faster if it was rotating but not necessarily needed to remove material. Hope that makes sense and helps!

Is it true that if I can't see the white ish of the primer, the scratch is on the clear. Aswell if the scratch "disappear" when wet, it's an indication that's on the clear
