Was wondering if it was normal to see that much oil on the filter during my preflight, good to know that it's expected/normal!

Just a note that part 43 section 43.13 states you should reference the data used or provide a step-by-step statement of what you did. Changing oil requires a calibrated torque wrench to tighten the oil filter to the Service Manual requirements not what is written on the box. So for owners to perform oil changes they must follow the same rules and service instructions as A&P mechanics. Just saying.

What is part # on the aircraft spruce website? My search for cessna 150 came up with BA 16, it is 5 15/16" x 5 15/16". Is that correct?

When changing the element in a Brackett filter, one should follow the instructions provided by Brackett Aero Filters, Inc., which include instructions for continued airworthiness. Cessna's maintenance manual does not provide instructions for aftermarket components, like Brackett air filters - see §43.13(a). And when making a record entry, attempt to spell words like "OPS" correctly. "opps" is slang for opposition. All in all, this maintenance was performed contrary to the FARs and the airplane is unairworthy until corrected.
