Currently, you can only send broadcasts to people inside the 24-hour window, so it's pretty limited. The only way is using Instagram DM Lists, but as you mentioned, the Beta is currently closed...
No, there is not a setting. But you can add a tag to a contact. And then you can create a condition on that tag like “if you have tag A, then do not respond. Else do respond”

I would recommend adding a button to your Instagram chatbot that directly goes to your WhatsApp chatbot. Then you need to get some user input in order to merge these two contacts into one, this is either phone number or email.
