Congratulations,this is the first 16H I've seen on youtube that actually idles as a low compression big single should! A combination of well seated valves,correctly maintained ignition system and correctly adjusted carburettor.
This is a highly useful video. I had been having trouble starting my 16H until seeing this video. Then, following the very clear step-by-step instructions in the video, I started my bike with two kicks. The real key lies in using that valve lift correctly with the kick starter. One important thing not shown in the video: make sure the oil line is open otherwise the engine could start burning up.
My uncle owned an ex-WD 16h for 20 years (he had served in the war in what was then the Royal Indian Air Force). Then when his knees failed he bought the new simple rage: Vespa 150. It would cold start on the first kick.

Sweet! I notices a 'black' colored part located at the centre of the handlebar.i have seen this on all vintage bikes. What is the feature of this part?
There's the clutch lever, exhaust valve lifter (to ease the engine past compression during starting, or to stop the engine), and also the ignition timing advance lever. So that's three.
Valve lifter below the handlebar grip (as he shows you), and ignition advance lever on top. And, or course, clutch lever. And on the right - air slide lever (cold start choke). Plus brake.
