Just found your channel (thanks CityPlannerPlays) and watching to learn how to build the best city for when I can get a better computer with enough memory for this game and others I am playing (Starfield and Baldur's Gate 3 primarily)! Nice to try this , every time I start I’m negative, negative and it gets annoying and frustrating that I’m loosing money and even after raising taxes to 30% and fees to 200 percent I’m still underwater , feels like the first game was so much more easier in building my city and not have all these fees I pay more then before

Those are zoning squares. When you add zoning the buildings will spawn there in various sizes.

@Czardus how do u navigate so smoothly? do u use the keyboard to move the screen around? i struggle, i find simcity much easier to navigate , maybe i need to give it time?

I'm using WASD to move around the map along with the middle mouse button for rotating the camera. I've had a lot of practice though.
