Sometimes they allow English student with program that is 8 months and longer to work. However, later when you get your student visa, you need to go to a place called Services Canada to issue you something called SIN number (Social Insurance Number) after that you will be allowed to work as a student form maximum 20 hours per week.

Hi, I am currently going for the Sep intake for a 1 year program after the end of my program I want to go for a second one year program but it is only open for next sept intake. So if i wait till sept to join the second program will i get the 2 years study 3 years work permit or will it be counted as just 1 year study and will get only 1 year work permit due to the break in between the 2 programs.

Concordia University is okay ish.... not as great as Queens or McGill. SFU is pretty good however its in the west coast so the lifestyle there is better but more expensive. If you go to Queens University in Kingston, Ontario I'm sure you will get a job ASAP as the school has a great reputation.
