what if your speech is slurred and incoherent as he stated, and you are alone? how will the dispatcher know it is a stroke or even where you live?

I was riding my bike and I stopped to buy a sandwich while i was waiting i started to see everything yellow, headache it lasted for about 5 minutes is it stroke? also i was losing control i felt like everything is spinning
