Thanks for the info on sharing folder content file by file. That isn't obvious, when you first transfer ownership, and still doesn't make sense as to why you would transfer someone the ownership of a folder, but not the contents inside the folder, or why there isn't an additional option of "transfer ownership of folder AND files"

how to do this if the files are owned by an "organization" and I want to transfer their ownership to a pearson who is not in the organization? There is a messege " you can only transfer ownership to other people in the organization"
Organizations can be very restrictive. You could try this older workaround method, where you just need to share the files and then copy the shared files: ru-vid.com/video/%D0%B2%D0%B8%D0%B4%D0%B5%D0%BE-grf1EJKSFpU.html Or, the other option would be to download the files and then re-upload them to the correct account.
You can't do it in the app, it has to be on the website, and only the desktop website. It's easier if you do it on a computer, but if you only have a phone, you can go to drive.google.com in a browser app on your phone, that will take you to the mobile website. Then, tap on the menu button in the top left hand corner, and tap "desktop version" near the bottom of the menu that appears. Then, it will take you to the desktop version of the Google Drive website. It's not very easy to use the desktop version on a phone, but it is possible.
Sorry, I've actually never heard of that problem until now, but with a quick Google search I can see quite a lot of forum posts with people having similar issues. Some people have said you need to untick the "notify people" box when sharing, so that an email will not be sent when you share. Others have said you need to do things like clear your browser cache, so it sounds like it could just be a bug. I've never seen this before, so I can't really tell you if any of it works, but hopefuly you're able to find something that works to allow you to share.
Thanks for the reply, it worked for a good number of files, then I hit that road block, but I just downloaded and then uploaded the files as a work around. 😅
