@@qkdse7en I found the solution. Open cmd.exe or Command Promt as Administrator (for example right click on windows logo in the left bottom corner -> Command Promt (administrator) ). Then to see all user local groups type "net localgroup" To delete local group type "net localgroup groupname /delete" (For example: "net localgroup ORA_DBA /delete") To make sure that you've deleted all neccessary local groups type "net localgroup" once more. What about users, i checked user list with "net users" and didn't find any excess username. But if you will find this kind of user, i think command like "net users username /delete" will work (btw I'm not sure in this, do it on your own risk).
I didn't create any user while installing ,I installed buy 'Run as Administrator' option.In the user and groups window I am able to find both admin and administrator user .is it ok deleting admin user?
Does this process is same for oracle 19c, I installed oracle 19c by the same process shown in your video manish sharma , so the process is same or not?
Thanks for sharing this information. I followed these steps but still it would give me a error on reinstalling (Oracle 18c is already installed on this environment). So I did one extra step. Type this command in cmd msiexec /x {C220B7FD-3095-47FC-A0C0-AE49DE6E320A} . After this i was able to reinstall oracle 18 c

Hi Sir I have followed up everything like told but still when trying to re-install the oracle 18c ex I am getting that its already installed. As per the steps I have not missed anything but I never created the user so I haven't deleted the user as well. even the First time when I tried installing the software with sys user it was not getting connected so I uninstalled and again trying to install. Thanks Manish, but I have problems in reinstalling Express 18c. I have made all your steps and reinstalled it. Installation process did not give any errors, but only 3 services are installed: MTSRecoveryService, TNSListener and RemExeServiceV2. 3 services are now missing, including XEService. I cannot even login from sql plus.
