I'm not really sure, could it be possible that it's just stuck? If both sides are like that then maybe it's a different model from a different year. But yeah, the control key won't unlock it, it only is used to take out the core. So you'd have to find a way to pick it to unlock it first. Sorry couldn't be of more help!
This dude uses Yakima Q-tower so lock orientation is different than yours! The Yakima Control Tower is locked if key slot is horizontal, and unlock is vertically
When you unlock and remove the core, it will have an SKS keycode on the side of the lock. This keycode will have a letter followed by 3 numbers. This is the part number key. Write that down and buy from your local Yakima dealer or order online.
