that upper jaw is used for measuring the internal diameter of an object. For example, if there is a hollow cylinder, then its internal diameter can be measured with it...

bro lower jaws of vernier caliper has two sections one is thicker on above portion and thinner section at the lowest portion so as we know clearly that lower jaws are basically use for measuring the O.D of any shaft or cylinder and thinner portion of lower jaws are used for measure the thickness of cylinder because is has thin section and minimum contact area so we can precisely measure cylinder thickness and if we use lower jaw's thicker portion then there will be some clearance and reading may be wrong in this case.
