Why cut the stem under water?

I grew up with my Mother telling me that the only stupid questions are the questions we do not ask, so, I will ask: I know that ikebana is practiced with fresh flowers and plants, and they don't last. Is there a school or variety of ikebana or other flower arrangement display that uses dried flowers and plants, or crafted flowers (some paper and silk flowers are so realistic that one can almost not tell that they aren't real.) I am aware of the fact that impermanence is an important aspect of ikebana... if an arrangement is present for too long it will become "invisible" to the eye, so to speak, very much like a sumi-e scroll that is not rotated, because there is no renewal and it dulls the spirit. Nevertheless, I was wondering if a sister art to ikebana exists such I am asking about here. Thank you in advance for your time and feedback.
