You don't need to, especially if paraphrasing the statement will change its thought. However, you need to put the statement in quotation marks.

Sorry, but I don't understand what you mean. What do you mean by "background paper as a standing paper by its own"?

@@PHILOnotes Oh thank you so much for your reply. I understood that this presentation refers to the background paper as a document to clarify the proposed research (another document). But I was asked to write a background paper to be published on its own on gender mainstreaming, it is not related to any other research or document. I never wrote a background paper so I am trying to understand what is it exactly. Thank you
