ITIL 3 was very much viewed as being an almost linear type approach where you had an idea at the beginning, you then developed that idea, designed the solution for that idea, based on that idea. Built that solution, tested it, implimented it and then ongoing deliver and support of that through it's operational life - so it's a very much linear type view.
