Uganda may need to look down to South Africa to see whether that country's political architecture/electoral system may be the cure for expensive elections. Perhaps because political parties nominate candidates equal to the number of parliamentary constituencies and councils. Party lists are filed with the electoral commission that then allocate seats based on national vote garnered by respective party. MPs are not tied to constituencies thus expenses on weddings, funerals, school fees etc for constituents is zero.
