One of the best ways in my opinion is go enlisted on a 4-year contract. After 3 years go palace chase and enroll into ROTC Air Force college or university. Use the GI bill that you earned being enlisted which should cover all tuition, books, fees, etc. This is what I did in the early 1990's and back then the GI Bill wasn't as good as it is today.
Yes, that is a great way to to do it and I would tell people my entire career how easy it was to do it that way. I did that exact thing in the early 2000's. The only difference is I did my entire 4 year enlistment and didn't go palace chase. The GI bill paid pretty much all my college expenses.

I am a Highschool junior whos currently in a dual enrollment program that rewards me with an associates degree upon graduation. So if I wanted to apply, would apply as a high school student or a college student?
You would apply as a high school student. The key to AFROTC is you must do at least 3 years in the program. Coming into college as a Junior might be a problem if it will take you 2 years to finish your degree. That being said. You are also allowed to graduate with a bachelors and do 1 year as a grad student prior to commissioning. This would mean that you could do 2 years as an undergrad AFROTC cadet and 1 year as a graduate student AFROTC cadet. Still doable. Be sure to communicate with your schools AFROTC office. They will work with you.
It depends on the year. It really all depends on how much of a budget AFROTC has for scholarships for that year. About 10% of scholarship winners will get a type 1. Around 15% get a type 2 and about 75% get type 7. You are looking at around 1500 people total getting a scholarship of some type. Again that could vary, but that is a typical year.
If you are in AFROTC in another school you can easily transfer. You just have to talk to the AFROTC office and let them know you are already in the system. They will let you know what classes you need to add to your schedule.
