I heard on the radio the other day why this is happening. In the US, a teacher gets check on every two years and asked how they are doing. There are 6 criterias but none of those ask if they are teaching anything. Therefore, a teacher legally does not have to teach. After two years the teacher is tenured and cannot be fired as easily unless they do something very bad. There are good teachers out there, but usually the ones that are good are in the good districts because of the students they are teaching because they care, and their parents care. Edit: Putting this in to clarify what I heard. It was on the Dennis Prager radio show last week. A newly retired 37 year teacher in the California state, I believe just LA but could have been more was describing this. Do not remember his name.

Because the American education system groups history, geography, and political science into "Social Studies" to better fit early curriculums. History is usually the main focus of the class, and is often just called "History" class if not "social studies". So you often will learn geography in History class. They are not the same but this is most likely why they are saying it. Cuz their only experience with learning them was at an early grade school level.
