You are right....when she removes the magazine, the bolt was actually open, but a black on black rifle is difficult to see on this video. That scene should have started a moment prior to make it clearer to viewers that she opened the bolt and verified that the chamber was clear.
This instructor is holding the gun with a closed bolt, removes the magazine, and is showing others how to safely handle this gun??? What about a possible round in the firing chamber??? How can DEC send this out to others?? This is unsafe firearm handling and could be dangerous to anyone who handles a gun like this instructor in the video!
