When they search on private property, they ask permission to do so and come to an agreement with the property owner about what is done with what they find and how much the property owner wants as a cut if what they find is sold. About the tornado chasers, they provide on the ground confirmation and magnitude of tornadoes only SUGGESTED on radar, some help with serious research about tornadoes, and many stop their chases to help with rescue efforts.
