I’m not a meteorologist but I think it depends on the elevation of the area. Storm surge is wind pushing the ocean inland. If an area is very close to sea level and the storm surge is higher than the elevation of the area. The flooding goes as far as it can. Katrina had a 30ft storm surge,Nola is mostly below sea level. Katrina flooded flooded most of the city.
